Headings for sections of a proposal

I want to put headers on different sections of a proposal.
For example, a section with a header called Your Requirements might have 3 pages.
Then, the next one could be Terms and Conditions, which could be 8 pages.
If I put a header on a page, it displays on all pages in the proposal.
If I don't use a heading, there's a big space left at the top of the pages.

  Hi Di,

  Unfortunately, Page Headers are not able to be customized on a per-page basis. Typically we suggest using a text block with and a Heading for sections:

  

  One other possible workaround would be to use a Cover Page to break up the sections:
