In order to rearrange pages, you should first add the page to your Content Library. The Content Library allows you to save content that you may use frequently and provides the ability to insert pages within the document that you need to reorder.
On the page you'd like to reorder > Click the "..." on the top of the page > Add to content library > Create a new item or add to existing > Navigate to where you'd like to add this item on the document > Click the "+" > Content Library > Choose the desired Item.
If you find that you do not have access to the content library, please make sure "Content and Image Libraries" is turned on in the PandaDoc Add-on store. You can find this here: https://app.pandadoc.com/a/#/addon-store/.
If you have two separate pages you need to combine into a single page, it's simple to merge them. Go to the page break between the pages you would like to merge > Click the "..." > select "Merge with Page above".
Note: You cannot merge two different types of pages (cover pages, content pages, and uploaded files).
